Located on Santa Rosa Island, the Smith Highway begins at the Ranch Complex in Bechers Bay and winds through upland ridge areas and lowland drainages along the north one-third of Santa Rosa Island, Channel Islands National Park. In 1995 the Park, as part of its routine road maintenance program, applied for a Section 404 permit from the Army Corp of Engineers (ACE) to do road maintenance activities. As required in the permit regulations, the Park was required to obtain Section 401 certification and a Coastal Zone Management Act consistency determination from the Central Coast Water Quality Regional Control Board (WQB). As a 401 permit condition, the WQB required the Park to implement several road related improvement activities, including the Smith Highway Bypass. This project as proposed or amended will fulfill the Park's obligation under the 404/401 permit conditions. By reducing sediment entering the local coastal waterway, these projects are consistent with The Federal Coastal Zone Management Act.
