The research reported represents one part of an overall program to develop a system or systems to help drivers solve discrimination and judgment problems on rural highways that lead to hazardous situations and reductions in level of service. The general goal of the project was to develop a conceptualization of the overtaking-and-passing process, and to recommend types of remediation which will improve the safety and facility of passing on two-lane rural roads. The investigation of the problems of overtaking and passing was conducted in two general areas: driver judgment and decision-making, and driver control. The volume presents a summary of the two research programs. Conclusions and recommendations are presented along with a summary of the research on driver decision-making and a summary of the work performed toward developing a dynamic model of driver control during the passing maneuver. The report also discusses the goals and objectives of the program and describes their relation to the technical approaches adopted by the investigators. (BPR abstract)
