An analysis of National Icing Facilities requirements was performed at the request of the Federal Aviation Administration. This effort consisted of a five-month investigation to determine the scope and character of current and future icing facilities needs. This investigation included current aircraft needs as well as facilities that might be required for icing research, developing and certification testing through the year 2000. The information used for this study included all icing certification regulations for both fixed wing airplanes and rotorcraft. These regulatory requirements for icing certification were supplemented by a comprehensive analysis of current and future aircraft operational requirements. This independent facility requirements assessment was then compared to a previously published NASA review of icing facilities capabilities. The conclusion was reached that the need for an inventory of National Icing Facilities currently exists and will become intensified in the next decade. The technical characteristics of these facilities were described and it was recommended that a joint FAA/NASA/DOD Task Force be established to formulate and spearhead the development of a National Icing Facilities Program.
