A traffic control system is generally considered successful if it meets the needs of the agency and the motorist, if it has been implemented within a reasonable time and budget, if it functions properly, and if it is utilized to its full potential over a number of years. The report presents guidelines for the planning, design, installation, operation, and maintenance of successful systems. Numerous examples are also included in the report, along with the bibliography of basic technical references in the area of traffic control systems. The focus of the guildeines is the system process -- the procedures and practices by which system success may be achieved. The guidelines do address system hardware and software, but with a procedural and management orientation.
