This paper describes a simple, spreadsheet model for estimating the number of naval units (ships or submarines) needed to meet given requirements for deployments, training and services while also being consistent with maintenance requirements and constraints on personnel operating tempo. A simple cost model is described, and illustrative examples involving the attack submarine force are given. (AN).
