This report presents background particular to recreational boating safety and choices among risk management processes, developing some to the point of preliminary application. These include a structuring of the general transportation accident problem leading into a detailed structuring of the four boating accident categories that account for 80-90 percent of boating fatalities. The recommended risk management approach integrates consistent, thoughtful concern for making choices that provide the greatest improvement in boater safety (for a given expenditure of resources) together with an analytical framework for evaluating those choices. Elements of the decision framework are developed with particular attention to broad stakeholder participation and the identification of promising interventions to improve boating safety. Consideration is given to means of prioritizing Program activities in terms of risk reduction per unit cost. Applicable computer analytic tools are also evaluated. The report also describes the development of a prototype system to obtain useful, credible information on the contributions of human errors to boating accidents, made possible by the new national electronic boating accident reporting system as compiled in the Coast Guard's Boating Accident Report Database (BARD).
