An overall satellite broadcast system using reconfigurable payloads for national direct broadcast satellite (DBS) applications was analyzed. Reconfigurable DBS used as common spares by Germany, France, and Italy was studied. The possibility of only Germany and France using the common spares is also considered. Service availability and costs for the overall satellite broadcasting system were investigated. The reconfigurable payload schemes and equipment performances are assessed. A comparison with systems using only national satellites shows that for a given service availability, a significant number of satellites can be saved by using reconfigurable DBS. Key payload equipment (an in-orbit tunable output multiplexer and a reconfigurable multifeed antenna) are examined.
