Significant changes in the design and operation of commercial ships have occurred over the last several decades. These changes, and their impact on the intact stability performance of ships, have motivated the development of the second generation intact stability criteria by the IMO Subcommittee on Stability and Load Lines and on Fishing Vessels Safety (SLF). Parametric roll resonance, pure loss of stability, and broaching-to are among the primary modes of stability failures which are being addressed. The second generation intact stability criteria are planned to have a multitiered structure. As the direct assessment of dynamic stability may not be necessary for all ships covered by IMO instruments, the first two tiers consists of level 1 and 2 vulnerability criteria that are used as a preliminary design process check of dynamic stability failure risk. This report describes the U.S. contribution to this development, including the three modes of stability failure listed above. It also contains a justification of the U.S. position at SLF on dead ship condition criteria, as well as an overview of possible methods for direct stability assessment procedures.
