The importance of motor vehicle accident cost estimates to the nation's decisionmaking process, the ongoing controversies over their derivation, and the quantity of literature on the subject prompted this study. The report summarizes and assesses available research on motor vehicle accident costs. Particular emphasis is given to the application of willingness-to-pay (WTP) concepts to estimating the value of life and safety. The report also identifies the sources of the wide variations in motor vehicle accident cost estimates, and identifies components of motor vehicle accident costs that have not been satisfactorily estimated.
