To achieve an economically optimum level of reliability each improvement step is warranted only if the expected reduction in cost of failure exceeds the cost of the improvement. To this end, techniques for calculating cost of failure are described, in particular a new technique for evaluating cost of failure for long-time spacecraft missions. Guidelines for assessment of the economic impact of various improvement techniques are presented. (Author)
