One of the primary objectives of ITS is to save travelers' time. Predicting travel times correctly is critical for ITS performance and for a positive perception of ITS by the users who can easily verify the disseminated values. Two general approaches are currently used to estimate travel times: computationally demanding computer simulation and much less accurate analytical models. This research seeks a technique which estimates the travel times of individual vehicles more efficiently than the existing simulation models and more accurately than the existing analytical functions and procedures. The research objective is to develop a method of travel time estimation for signalized arterial streets. The algorithm should be deployable on standard computer systems and should use data available in a well-equipped traffic operation center.
