The report recommends a plan of improvement which provides for rubble mound breakwaters arranged to form a protected small-boat harbor area of about 13.5 acres in the northwest portion of the existing outer harbor at Port Washington, Wisconsin. Construction of rubble mound breakwaters and dredging of approximately 80,000 cubic yards of unpolluted material in the existing outer harbor would create a harbor-of-refuge, reduce hazardous navigation conditions within the harbor, and increase the recreational-navigation potential of Port Washington Harbor. Adverse environmental effects are the disruption of approximately 13 acres of bottom biota, turbidity during construction, and minor but temporary adverse impact on harbor water quality, plant and fish life resources.
