Car availability has emerged in a number of recent studies as the dominant factor in determining mode choice. Few studies have managed to achieve anything like a predictive model. The paper begins by examining the meaning and measurement of the concept in more detail, looking particularly at consistency in the measures. Section 3 discusses the more fundamental issue of household car allocation and use. This includes the influence of trip characteristics on both car availability and the modal choice process, and the separate issue of car availability and car passenger travel. Finally an attempt is made in Section 4 to draw some general conclusion for modelling and future research. New evidence is presented in various sections using qualitative and quantitative data from the 1981/2 South Yorkshire Household Travel Study.
