The study, conducted by Hughes Aircraft Company, was funded by the U.S. Trade and Development Agency on behalf of Ukraine's Ministry of Foreign Economic Relations and Trade, Civil Aviation Department. The main purpose of the study is to help the Republic of Ukraine meet its air transportation needs in a safe and efficient manner. The scope of the study includes an inventory of four airport facilities and the Air Traffic Control system for Ukraine. Also included are forecast and capacity estimates; airport and Air Traffic Control facility requirements; organizational and operational recommendations; and a more detailed Master Plan for Borispol Airport in Kiev. The report is divided into the following sections: (1) Introduction; (2) Existing Airport System; (3) Air Traffic Demand Forecasts; (4) Borispol Airport Requirements and Recommended Improvements; (5) Airport Requirements and Recommendations: Symferopol, Odessa, and Lvov Airports; (6) Environmental Issues and Mitigation Measures; (7) En-Route Air Traffic Control and NAVAID Requriements and Recommendations; (8) Financial Analysis Planning and System Management; and, (9) System Organization and Management.
