The project proposes to reconstruct a 2.12 mile section of the existing two-lane KY 54. The reconstruction would improve the highway to a four-lane facility with a mountable median. The major controversial environmental issue is the desirability of the grade separation structure overpassing the railroad crossing near Clark Street. The roadway of the structure will be approximately thirty feet above the surrounding flat terrain, and truck traffic climbing the four percent approach grades will add to noise pollution in the area. The character of the surrounding neighborhood may be changed by the noise and visual impact of the structure. (Author)
