This paper documents a briefing to a special committee appointed by the Secretary of Transportation to study the organizational structure and management approach employed by the Federal Aviation Administration in carrying out its missions. The paper covers the uses of aviation forecasts, the methodologies used in developing forecasts, and a comparison of past forecasts with actual resulting aviation activity. Past uses of aviation forecasts are numerous; however, it is shown that some major policy studies in the past have not incorporated forecasts of aviation activity as part of the analytical process used in reaching recommendations. The methodology used to develop forecasts varies widely, depending on a number of factors.
