In response to the Amtrak Authorization and Development Act of 1992, the Secretary of Transportation, in consultation with Amtrak and the commuter and freight railroads operating over the Northeast Corridor (NEC or Corridor), has prepared the Northeast Corridor Transportation Plan (NECTP or Plan). It is a master plan that identifies the facilities and operating arrangements needed to establish regularly scheduled safe and dependable rail passenger service between Boston and New York City in 3 hours or less while not adversely affecting commuter and freight service.
