In developing recommendations for an upgraded, cost-effective heavy commercial vehicle driver's licensing system, the study examined all aspects of the current licensing program and investigated the accident and traffic conviction rates of both new and experienced California Class 1 and 2 drivers. The recommendations deal with (1) special certification for drivers of vehicles transporting hazardous materials requiring placarding and of cargo tank vehicles transporting bulk liquids and operated in combination, (2) more effective driver's manuals, knowledge tests and driving tests, (3) improvement of skills of examining personnel, (4) expansion of driving records, (5) implementation of a specialized post-licensing control system. Program cost data and an evaluation design have been established. Implementation preliminaries for items which may be accomplished administratively and items which require legislation have commenced.
