The report covers traffic control operations used as an interim measure to control merging traffic at the junction of Sierra Highway and the Golden State Freeway in Los Angeles prior to widening of the Golden State Freeway in 1967. This junction experienced severe congestion on holiday weekends when demand exceeded the capacity of the downstream freeway. Recently developed techniques of improving freeway operation using ramp control were applied to reduce congestion and delay, evaluate ramp closing and metering techniques, and demonstrate ramp control as a tool for improving freeway operation. Three plans were developed; these were connector closure (diversion), manual metering, and signal metering. On the basis of operation of these plans suggested guidelines for measurement of traffic parameters, control limits, and methods of control are suggested. (BPR abstract)
