The report first reviews increased growth of the Ready Reserve Force (RRF) since its establishment in mid-1970s; including data on ship type, numbers, and ship positioning. Next, the report provides physical characteristics of two conceptual ship types, a Surface Effect Fast Sealift Ship (SFS) and Notional SL7 (NSL7). Background information is then provided on the three MARAD NDRF sites (James River, Beaumont, and Suisun Bay) including designated ship berthing areas and navigational restructions to each reserve ship facility. Three potential RRF force structures are then presented which include various numbers of conceptual SFS and NSL7 type ships along with conventional dry cargo ships and tankers. A detailed berthing analysis is conducted to determine if all the ships in each potential RRF force structure (including SFS and NSL7s) can be berthed at the three NDRF locations. Two outporting options are also considered. The report concludes that sufficient berthing capacity exists for these potential force structures.
