The involved line is located in a sparsely populated area (the total population in the area extending five miles on either side of the 63 mile line of railroad is less than 15,000; all ten stations on the line have populations less than 1500 persons). All stations on the line are within 16 miles of alternate service of at least one of three rail carriers; additionally, the entire distance of the line is closely paralleled by two all-weather highways (Interstate Highway 80 on the north and Iowa Highway 92 on the south). There is no evidence that air pollution levels in the area are excessive. In any event, abandonment herein will not result in a significant increase in such levels; on the contrary, a decrease is more likely as the result of possible relocation of shippers and one less branch line in an area overburdened with excess rail capacity. The proposed abandonment will not have a significant environmental effect. Any possible increase in pollution levels can be remedied through technology, Federal rules limiting emissions from motor carriers, and improved distribution patterns in the area.
