This report is an analysis of the transportation of liquefied natural gas by sea. It describes the potential size of the LNG tanker fleet required for projected U.S. LNG imports and the risks associated with U.S. LNG ship construction, operation and LNG importation. Specifically, it includes risks such as the shipbuilder's potential for overrun, the operator's exposure to off-hire and the containment tank subcontractor's chances of building excess capacity. Recommendations are made for measures, other than R and D, that could reduce risks. Finally, an economic and a technical analysis of 19 second-generation LNG ship concepts is described leading to recommendations for MarAd supported R and D.
