The findings of the research study are applicable to all types of transportation facilities and to planning at the project and statewide levels. The approach developed recognizes and considers in detail ten elements basic to consideration of environmental and social values of transportation planning, as follows: (a) differential effects; (b) community values; (c) community interaction; (d) evaluation and reporting; (e) consideration of alternatives; (f) identification of impacts and affected interests; (g) process management; (h) interrelation of system and process planning; (i) institutional arrangements and decision-making; and (j) implementation of the approach. To assist in incorporating these elements into the transportation planning process, immediately implementable specific techniques that can be used by transportation agencies are decribed. The proposed approach has been tested successfully in several state highway departments and departments of transportation.
