The report is an analysis of the potential of the private bus service to reduce public subsidies based on this Chicago experience. The object of this project was to determine if privately operated subscription bus service had the potential to reduce the public subsidy to commuter rail. This entails looking at both the private bus service and the public rail service. In the study the authors investigated if subscription bus service was: (1) stable and liable to continue; (2) capable of expanding to absorb enough rail passengers to allow the reduction of peak rail service; and, (3) operating in an economic environment that would allow it to continue its relatively low fares.
