This paper questions many of the assumptions that are implicit in the provision of transportation, and suggests that it is often the public transportation providers themselves who, in an effort to preserve traditional organizations and procedures, are the root cause of high transportation costs and unresponsiveness. The paper examines concepts in organizational behavior, and suggests that public bodies will begin to use current military and business logistic concepts to make transportation service delivery more attuned to the evolving needs of constituents.
