A reactive planner system called PEX (Procedure Expert) is presented. When confronted with a difficult industrial sized problem, it is revealed to be adequate on the reactivity viewpoint and on the knowledge representation side. In the space domain, controlling dynamic systems, such as spacecraft, is a common problem. Difficulty comes from the complexity of the systems and the uncertainty of their environment. The old classical approach stating a clear distinction between plan construction and plan execution is not satisfactory; the solution is to be found in reactive planning. A procedure based process control system is presented. The purpose of the procedural decision maker is to make the physical system reach a given objective. It exploits a procedural model which maps objectives and behavioral information for deciding in real time what commands should be emitted and when. The concept of integrity context is introduced as a procedure relevance criterion to increase reactivity. This system is applied to satellite control; a prototype is connected to a satellite flight simulator and controls a critical orbit correction maneuver.
