This report examines the conflicting perspectives and attitudes of nine participants involved in improving mobility for the transportation handicapped (TH). These are the handicapped and their advocates, the transit industry which must reconcile the demands of the handicapped with economic realities, the Congress and Federal agencies, state and local governments, the public at large, private providers (taxis, paratransit services), and equipment manufacturers. Federal and state legislation and regulations are discussed. Finally, specific changes and actions needed are presented.
