The objectives of this study were to compare the costs of independent special purpose transportation services with the costs of combined transportation services and to study the reasibility of coordinating existing transit to satisfy the transportation needs of human service agencies in various sized communities. This report contains the California Department of Transportation's (Caltrans) study of the feasibility of coordinating human service agency transportation in three areas of California, namely: Pittsburg; Fairfield-Suisun City-Vacaville areas; and the National City-Chula Vista areas. Cost and ridership data were collected from these agencies by means of inventories, interviews, and questionnaires. The resulting data were analyzed to determine cost and ridership factors. The cost data indicated that combined transportation costs are approximately equal to the average of the costs of independent special purpose transportation.
