The Commander, Mare Island Naval Shipyard, Vallejo, California 94592, has applied for a Department of the Army permit to: dredge approximately 100,000 cubic yards of material from Pinole Shoal to establish a depth of 36 feet (plus two feet allowable overdepth dredging) below mean lower low water (MLLW) with aquatic disposal of the dredged material at the existing San Pablo Bay (SF 10) disposal site, and dredge approximately 1,500,000 cubic yards of material from Mare Island Strait to establish a depth of 36 feet (plus two feet allowable overdepth dredging) below MLLW with aquatic disposal of the dredged material at the existing Carquinez Strait (SF 9) disposal site. The new depth in these two channels would improve navigational safety of the latest naval ship design (SSN 688 Class submarine) expected to arrive at Mare Island Shipyard in the spring of 1982. In response to the provisions of the National Environmental Policy Act of 1969, Public Law 91-190, 42 U.S.C. Sec. 4321 et seq, an evaluation of the impacts of the proposed activities on all aspects of the quality of the human environment is required prior to any permit application being considered for approval. This EIS addresses such an evaluation of the deepening of Pinole Shoal and Mare Island Strait as well as the required maintenance associated with deeper channels.
