The project consists of initial construction of a 2-lane expressway with passing lanes in the foothills. Provisions have been provided for ultimate conversion of the route to a freeway. The new routing will replace 18.4 miles of existing state highway 20 in Yuba County. An adverse environmental effect will be the removal of orchard lands from production to provide right of way. The project unavoidably intrudes into the Spenceville Wildlife Area.
