The EISCAT-SAT space mission intended to operate in conjunction with the European Incoherent Scatter (EISCAT) facility and other high latitude ground based remote sensing facilities in Northern Europe is described. The current knowledge and understanding of high latitude magnetospheric dynamics are reviewed. An appropriate model payload is described, and suitable spacecraft orbits are discussed. The region of prime interest is located on auroral field lines at altitudes of between 1 and 3 Earth radii. Orbits with inclinations in the range 63 deg to 90 deg, perigee altitudes 200 to 500 km and apogee altitudes up to 3 Earth radii are considered. It is shown that the expected results will contribute to a wide variety of geophysical studies. An assessment of orbit injection and maintenance requirements is presented, based on the use of the Ariane Launch vehicle, but with some consideration given to use of Space Transportation System. It is shown that a bipropellant motor with multirestart capability is required, and it is suggested that a modification of the Symphonie motor design would be suitable.
