The Western Avenue interchange of the Santa Monica Freeway in Los Angeles, California, was instrumented to operate under computerized traffic control. A series of tests was conducted to evaluate the operational performance of the system with respect to pretimed, three-dial operation. The surveillance system, which is part of the computerized system, was used as one of the basic methods of collecting operational data. Floating-car tests were also conducted over the facility. Real-time control of the facility produced reductions in delay in the order of 20-30 percent. Stop time and number of stops were also reduced. The degree of improvement obtained demonstrated that the computerized control system is cost/effective.
