The proposed project consists of the reconstruction of the Dibbs Bridge and its approaches, which carry U.S. Route 9W over the Penn Central Railroad tracks in the town of Bethlehem in Albany County. The overall impact on the environment would be minimal because of the small scope of the project. Construction noise and dust, erosion, and scalping of vegetation all represent ill effects on the environment which are necessary evils and must be dealt with.
