The study demonstrates that with a small- or medium-sized community's given hardware systems, under-utilization of service and hence economic loss for the operator need not always be the case. By accessing the present ridership rates and route characteristics, analysis can be performed which will suggest a system that is both acceptable to passengers and economically viable to the bus operator. Frequency of service was used as the indicator of the relative quality or level of service. Objectives were: (1) to test the service specification concept as a means for determining the economic conditions of bus transit operators; and (2) to establish a correlation between economically vaible route characteristics and ridership rates. A bibliography is furnished.
