An assessment is made of several safety issues for the transport of hazardous materials by rail in IM (intermodal) portable tanks and cargo tanks constructed to MC (motor carrier) specifications. The issues which have been considered include structural stability of the container, the TOFC/COFC tiedown arrangement, fire protection and puncture resistance. The most important concern from a safety standpoint is what would happen to these containers if there is a railroad accident and the cars carrying the containers are derailed or involved in collisions. Puncture resistance is of particular concern because these tanks are generally of much thinner wall construction than conventional railroad tank cars. Tentative recommendations are provided for guidelines which could be used to evaluate hazardous material containers for TOFC/COFC service.
