The report evaluates the feasibility of an automated permit and routing system for routing oversize/overweight vehicles. The objectives of the project were to determine the need and justification for automating South Dakota's vehicle permitting operation, to define functional and data requirements for automated routing and permitting and to evaluate existing software and hardware solutions meeting those requirements. In addition, organizational changes and procedures required to support the proposed system are proposed. The proposed permit system should support the following features: spring thaw restrictions, construction zones, maintenance restraints, bridge and roadway restrictions, bridge capacity, etc. An 'on the fly' bridge rating capacity would be very desirable. One commercial system and one prototype system offering different solutions to automated permitting and routing were demonstrated. Both systems could be made to support the requirements of the proposed permit system. Implementation of an automated permit and routing system is financially viable and recommended.
