Grand Forks AFB (GFAFB), ND proposes to deploy aircraft and associated personnel and equipment assigned to the 319th Air Refueling Wing (ARW) while their runway is closed for repair from 1 May 05 through 1 November 05. The runway at GFAFB needs extensive repair in order to continue safe operations and must be closed during a period of 1 May 2005 to 1 Nov 2005. Approximately $27M has been appropriated for the repairs and a contract has been signed to complete the project. The contract requires that the runway be closed on 1 May 05. Before that date, aircraft, personnel, and associated support equipment must be transferred to a new location. In order to continue its mission, the 319th ARW must operate from an alternative location while the runway at GFAFB is shut down. The objective of this action is to identify an alternative runway location that possesses the necessary facilities and infrastructure to adequately support the 319th ARW during its stay. The new location must provide a safe and economical environment for approximately 20 KC- 135R aircraft, 425 personnel, and associated support equipment during the six- month runway closure period. This EA will assess, to the fullest extent possible, the environmental consequences of the proposed alternatives on the affected environment.
