The objective of this synthesis report is to identify and document transportation-related activities related to the planning and management of special events. The National Highway Institute defines a special event as an occurrence that 'abnormally increases traffic demand' (unlike an accident or construction and maintenance activities that typically restrict the roadway capacity). Under this definition, special events may include sporting events, parades, fairs, and other planned events. Challenging to this investigation was the range of activities that fall under the definition of 'special event' and their related planning and management requirements, involvement, and impact. The investigation was focused so that unplanned events, such as natural disaster evacuations that may also increase traffic demand, were not considered.
