Possible frequency bands that could be used to provide a land mobile satellite service (LMS) across Europe in 1995-2005 were investigated. Market studies of demand for a pan-European service; current proposals for land mobile satellite service outside of Europe; and projected technical development in components of a land mobile satellite service were used to derive a baseline configuration for a practical service within the timeframe, which in turn was used to define the frequency bandwidth requirements. The frequency bands 1545 to 1559MHz and 1646.5 to 1660.5MHz should be shared between the LMS and the aeronautical mobile satellite service (R) on a basis of agreed coordination between the parties. The frequency bands 2500 to 2520MHz and 2600 to 2620MHz should be reassigned to the LMS on a primary basis.
