The report describes the results of a plan to maintain the transportation service in the corridor served by the city's Southeast Expressway while the road was under reconstruction. Measures implemented were reversible lanes, paddle screens in construction areas to prevent motorist distraction, and new commuter rail, commuter boat, and private commuter bus services. Park-and-Ride lots were expanded at commuter rail stations and in carpool staging areas. To minimize the disruptions caused by accidents and vehicle breakdowns, expanded police and towing services were provided.
