This paper provides an overview of the issues surrounding how freight projects are financed today and what might be needed in the future. The focus of the paper is the federal surface transportation program authorized under the Transportation Equity Act for the 21st Century (TEA-21) and its predecessor, the Intermodal Surface Transportation Efficiency Act (ISTEA). TEA-21 expires in 2003. Over the coming months U.S. DOT, together with its partners in state and local government and in the private sector will be developing options for consideration by Congress when TEA-21 is reauthorized. The paper identifies some policy questions that need to be addressed and a range of options for funding freight transportation projects in the future.
