The objective of the research was to develop pedestrian safety program which cities can use as guidelines for pedestrian safety program planning, implementation, and evaluation. The basis of these guidelines is the synthesis of the pedestrian-related literature from 1966 through 1977 and the operational experiences of several American municipalities with successful ongoing pedestrian safety efforts. Part 1 of the report presents the results of a review process of pedestrian literature. Part 2 reports on the city selection methodology. The AAA Pedestrian Safety Inventory, which was used as the initial data base of cities with pedestrian safety programs is described. The methodology for identifying regional, populational, and socioeconomically representative cities is then outlined.
