The time has come for the U.S. Navy to employ remotely piloted vehicles (RPV's) launched either from the deck of ships or from naval aircraft to perform a wide variety of tactical missions in support of the fleet. Expendable or retrievable RPV's are needed today to assist in reconnaissance, over the horizon targeting, and electronic warfare. This paper explores how effective RPV's can be today and why, in an era in which the Soviets have outnumbered the U.S. in military weapons systems and in which the U.S. budget is very tight, the relatively inexpensive RPV can provide the force multiplier needed to close the gap. The paper recommends that the U.s. Navy implement an RPV program as soon as possible.
