When examining the spillway intake structure at Buffalo Bill Dam during the Continuous Facility Review (CFR) site exam (1), the slab downstream from the gate control structure was found to be covered with an asphalt paving. This paving, which extends beyond the area of the spillway slabs, is provided as a parking area for the nearby visitors center. The weight of the asphalt paving in itself poses no problems to the intake structure, but the unrestricted access that the paving provides to the spillway slabs makes it possible for very large vehicles (buses, trucks, mobile cranes, etc.) to travel across or park on top of the deck. Heavy vehicle loads could possibly exceed the structural capacity of the deck and supporting beams.
