In the early 2000s, as the concepts of traffic incident management (TIM) were being developed and discussed, a group of TIM practitioners began to communicate through e-mails, Web sites, and common contacts. This group consisted of law enforcement officers, firefighters emergency medical services personnel, department of transportation personnel, the towing industry, traffic engineers, the Federal Highway Administration (FHWA), and others. Since the beginning of the evolution of the TIM Network, participants have worked hard to involve engineering and design into TIM. Presentations have been made at local, state, regional, national, and international conferences. The involvement has increased, but there is a need to further grow the network. Over the years there have been several resources developed to provide the needed information to TIM stakeholders. In addition to the TIM Network, FHWA has developed resources, including its Knowledge Management System.
