This paper provides a synthesis of the early concept studies performed by ESA for a Mars communications and navigation network and pre-decisional plans for future infrastructure and services that could support small and low cost missions at Mars and improve access to the Martian region. A propulsive transfer service and a communication and navigation service are considered as facilitators for potential future small and low cost missions to Mars.
