In the period from 2017 to 2021, the public risk of pedestrian fatalities in Belgrade was 22.7 pedestrian fatalities per million inhabitants, and in Serbia, it was 20.1 pedestrian fatalities per million inhabitants. On the other hand, the share of pedestrians who died among all traffic fatalities in Belgrade was 42%, in Serbia 26%, and in the European Union 21%. Therefore, the share of pedestrians among all traffic fatalities was 1.6 times higher in Belgrade than in Serbia and 2 times higher in Belgrade than in the European Union.

    In order to better understand the nature of the problem, an analysis of the behavior of pedestrians and drivers was performed, as well as an analysis of road defects related to accidents in which pedestrians are killed. In this sense, the measurement of traffic safety performance indicators related to the behavior of road users in Belgrade was carried out, namely, the measurement of the percentage of pedestrians who cross the road correctly at selected pedestrian crossings, the percentage of pedestrians who cross the road at selected marked crosswalks, and the percentage of drivers that let pedestrians through at selected marked pedestrian crossings.

    In order to understand the impact of road infrastructure on pedestrian injuries, a road safety inspection was conducted on about 50 km of the street network in Belgrade, and the most important infrastructure deficiencies that increase the risk of pedestrian injuries in Belgrade were identified.

    Based on the results of the research, measures to improve pedestrian safety were defined, and these measures are aimed at improving pedestrian behavior and improving road infrastructure.
