The phenomenon of traffic breakdown is considered to be the transition from undersaturated traffic to oversaturated traffic. The periodicity of signal light has a significant impact on traffic state, while the phenomenon of traffic breakdown is less studied in signal intersection. In this paper, we propose a model based on cellular automata to study the traffic breakdown phenomenon of undersaturated traffic at signal intersection. Taking road flow and red-light time as independent variables, the instability of traffic will lead to traffic breakdown of undersaturated traffic under certain conditions of road flow and red-light time. The occurrence of traffic breakdown is random, delayed and probabilistic. In addition, we also studied the influence of red-light time, road flow and signal light position on road vehicle density. Under the condition of fixed signal light position and road flow, road vehicle density shows a trend of specific function as red-light time increases.
