With the intelligentization of UAV technology, UAV may become a new means of terrorist attack under the non-contact strategy, posing a potential threat to the security of important targets. In order to evaluate the security risk of suicide UAV terrorist attacks on important targets, a new safety risk assessment model of suicide UAV ground impact is established in this paper. First of all, the definition and related concepts of important targets and UAV countermeasures are clarified. Secondly, the risk assessment index system is established from six dimensions, such as UAV characteristics, target characteristics, countermeasures capability, personal casualties, property losses, and social impact, and the safety risk assessment model is established by using AHP-fuzzy comprehensive evaluation method. Thirdly, an important target area is selected as the simulation test scene, and the safety risk assessment of ground impact of suicide UAV is carried out to verify the effectiveness of the proposed method. Finally, according to the evaluation results, countermeasures and suggestions for suicide UAVs in important target areas are put forward.
