This paper firstly elaborated the background of green manufacturing in China's shipbuilding industry, and then analyzed the types of energy consumption that need to be invested in the implementation of green manufacturing in the shipbuilding industry based on the environmental value chain. Then, based on the panel data of shipbuilding industry energy consumption of provinces, municipalities and autonomous regions, the relationship between energy consumption and pollutant emission and shipbuilding cost changes in shipbuilding process was studied by using Ridge Regression model. It is found that changes in the amount of energy consumption and the amount of pollutant emissions in the shipbuilding industry will lead to changes in shipbuilding costs to varying degrees. The conclusion points out that in order to develop green economy, shipbuilding enterprises must actively reduce energy consumption in shipbuilding process and gradually promote green energy instead of traditional energy to achieve the purpose of energy saving and cost reduction.
